Garda Vetting

What is Garda Vetting?

Garda vetting is process of checking a person’s background to see if there are any issues which would make him/her unsuitable to work or volunteer in an environment with children and/or vulnerable adults.
The person being vetted (the applicant) gives written authorisation for An Garda Síochána to disclose to ITB details of all prosecutions, successful or not, pending or completed recorded in the State at the time of application.

Why is Garda Vetting Required

Various courses in ITB require students to be Garda vetted. To ensure the protection of the public and to justify public trust and confidence, the Institute is committed to ensuring that only suitable candidates are allowed to undertake specific parts of the programmes. Without satisfactory Garda clearance, students will be unable to complete the work placement module of their course and consequently will be unable to complete their course or receive an award.

How will I know if I need to complete the Garda vetting process?

If you are a student on any of the following courses, you must be Garda vetted:

  • Social Care
  • Community and Youth Development
  • Early Childhood Care and Education
  • Sports Management
  • Horticulture

This list may be added to should the need arise for students on other courses to be vetted.

How do I apply for Garda Vetting?

Prior to attending Registration/Induction day, all first year students on the above courses are required to:

  • download and complete the Garda Vetting Invitation NVB1 Form
  • students who are under 18 must also download the Parental Consent Form NVB3 and have it completed by a parent or guardian 
  • bring the completed form/s along with both the original and a photocopy of one of the following documents to their Registration/Induction session:

                              a) Passport

                              b) Irish Public Services Card

                              c) Driver's License ( credit card style only )

 

How long will it take?

Once the student’s information has been inputted into the Garda vetting system, an email will be sent to the students ITB e-mail account with log in details to the Garda e-vetting portal. Students have 30 days to complete their on-line application before the invitation lapses. 

Students who fail to make the full application within the 30 days, will be rerquired to pay a fee of €20 to make a second application. 

Currently, it takes about 2 weeks for vetting to be completed from the time the student makes the full online application on the Garda e-vetting portal.

 

When do I get my Garda clearance letter?

The Garda Vetting Committee meets regularly to review Garda vetting applications.  Based on the information returned by the National Vetting Bureau, the Garda Vetting Committee decides whether or not the student is cleared for placement.  The Garda Disclosure document and a letter is then issued to the student.  An e-mail will be sent via the ITB student email account stating that the Disclosure document and a Garda vetting letter is available for collection at our Student Information Desk in the Library in Block F. 

 

What should I do if I lose my Garda clearance letter?

If you lose your Garda vetting clearance letter, additional copies are available at a cost of €20.

Do I require a Police Clearance certificate?

Any student who has lived/worked abroad for 6 months or more is required to provide an original Police Clearance certificate from the country/countries that he/she has lived/worked in.

Who do I contact to obtain a Police Clearance certificate?

Please see appendix 3 of the Garda Vetting policy 3AD15 on the DMS.

What if I can’t obtain a Police Clearance certificate?

In order to comply with HSE regulations, all students should take reasonable steps to verify Police Clearances from other countries and these attempts should be recorded to establish a ‘paper trail’. The final decision in relation to the placement will be made by the placement provider.
